Understanding and influencing the sympathies of the populace is an important tool in counter-operations against asymmetric threat. Yet, strong indications of the attitudes, sympathies and hostilities within the populace often go unexploited. There is a vast amount of data that is available on the internet in unstructured form, for example, in the form of blogs. However, this data is currently untapped due to the intractability of using traditional, linear computational or manual methods on datasets of this magnitude. Commanders require new, innovative solutions that can digest this wealth of information and rapidly provide assessments of the threat presented to friendly forces by belligerent elements of the indigenous population. PRESAGE provides a novel solution to process the immense and continually expanding quantity of available data. Benefits: The proposed PRESAGE Phase I effort addresses the fundamental technical issues for efficient threat risk assessment in a proof-of-concept domain. In this way, we can prove the feasibility of the approaches before investing time and money into the complete solution which will be more fully realized in a Phase II full-system prototype. The Phase II effort can then concentrate on refining the most promising approach, features, and methods for assessing threat risk. A mature PRESAGE threat assessment solution could integrate into the DCGS Integration Backbone providing powerful and multi-domain threat analysis solutions. This ultimately provides the warfighter with a solution that saves time, money and lives through rapid and effective response to asymmetric adversaries through an understanding of the context of the current attitudes of the general population of the area of interest.
